RICARDO MARTINEZ, PRESIDENT
PROJECT ENHANCEMENT CORPORATION
GERMANTOWN, MD

Ricardo Martinez is President of Project Enhancement Corporation (PEC), which he founded in 1998 to provide solutions for project and engineering managers. As one of the fastest growing businesses in the United States, PEC provides services to the U.S. Department of Energy Offices of Environmental Management (EM) and Environment, Safety and Health (EH) as well as to prime contractors. Today, PEC is among the top 500 largest Hispanic-owned businesses in the United States. PEC's services include the development of strategies and management systems associated with facilities deactivation, management and protection of nuclear materials and disposal of nuclear waste. PEC is a leader in the elimination of wasteful business practices and in the planning of nuclear cleanup projects. Mr. Martinez was recently recognized as one of the top 100 Minority Owned Businesses in Maryland.

Prior to founding PEC, Mr. Martinez held several positions within the U.S. Department of Energy (DOE), which included being a Project Manager for the first successful shutdown and deactivation of a large nuclear chemical processing facility. This project was completed four years ahead of schedule and over $200 million under budget. In his last position as a DOE federal employee, he was Director of Program Integration for Nuclear Materials and Facilities Stabilization where he oversaw the formulation of national program policy, planning, and budget strategy. He was a key contributor to the development of enhanced methods for the planning and execution of deactivation projects. These methods have been used at virtually every site in the DOE system.

Mr. Martinez holds a Bachelor of Science degree in Mechanical Engineering from the Virginia Polytechnic Institute and State University. He also attended the Defense Systems Management College and participated in the Environmental Management Fellows Program at the Council on Excellence in Government. He serves on the Board of Directors of two small businesses and is also Chairman of the Board of Directors Maryland Hispanic Chamber of Commerce. He also sits on the Board of Directors of the Maryland Chamber of Commerce and the Hispanic Chamber of Commerce of Montgomery County.

PERSONAL

Born in San Juan, Puerto Rico, Mr. Martinez is the son of a "campesino" (a poor farm worker) from Utuado, Puerto Rico, who married a woman from a poor family in San Juan. To place into context the word "poor," his father had to leave the eighth grade to work odd jobs to help his widowed mother keep eight children fed. Mr. Martinez mother is one of nine children, of which five are alive today. The others died before the age of three of malnutrition and disease.

Mr. Martinez is second of four children given an opportunity to be raised on U.S. military bases through out the world. While his father was serving his country through two tours in Vietnam and two tours in Korea, his mother instilled an ethics of self-reliance, hard work, sacrifice and study in her children as the means to better one's station in life. Mr. Martinez's father retired from the Army as a Sergeant Major (the highest rank possible as a non-commissioned officer) with 30 years of service and looks at his service in the Army (as the entire family does) as providing opportunities to break the cycle of poverty. The combination of all of these things resulted in four children graduating from Virginia Tech (three engineers and one lawyer). God Bless America!

Mr. Martinez married his college sweetheart and over the past 25 years they have raised two children and own two businesses (his wife has been a potter for 25 years). He plays the guitar and sings at his church.

AWARDS

Mr. Martinez received the "Hammer Award" from Vice President Al Gore for his contribution to the success of the National Facility Deactivation Initiative (NFDI). He has been cited numerous times in his career for exemplary service and leadership.
